Building it
Talk to 
Chloe the Chameleon in 
Sunflower Ravine and accept their offer to run Dye Shop in your village. The building also requires 
5; build it through the Upgrade Well.

Recolouring clothing
Select an owned hat, costume or pair of shoes, choose another colour combination and pay 30. The item keeps its skill bonuses. Rare hats and costumes are not offered for recolouring. All three Dye Shop levels provide the same clothing categories; later upgrades change the exterior.
