Obtaining
Talk to 
Frank "The Feet" Flatley in 
Quackbeard's Cove and beat him in a race. He gives you the shovel.
Using it
Use it at the dig sites in the 
Cove Treasure Hunt. Follow the clues and map in your bag; after digging up a chest, open it to advance the hunt.
Following the treasure hunt
Use the Shovel at the dig site described by each clue, then at the red X on the map. Open each unearthed chest before continuing.
